Casper police say the man who hit a woman with his car outside Wyoming Medical Center Wednesday was under the influence of marijuana.

Lance C. Wolfe was arrested on recommended charges DUI - Marijuana and possession of marijuana following Wednesday's incident.

According to an affidavit of probable cause, Wolfe was traveling north on Conwell when he had a green light and turned west onto Second Street. He did not see the woman crossing the road and hit her with his vehicle.

Wolfe allegedly told police he smoked marijuana roughly one hour before the incident. He'd also taken "four to five" hits of marijuana when he woke up at 6:30 a.m., the affidavit alleges.

Police allegedly found 3.4 grams of marijuana in Wolfe's vehicle.

A drug recognition expert determined Wolfe was too impaired to drive a vehicle. He was subsequently arrested.

A police spokeswoman said Wednesday that emergency room staff came outside and took the woman inside to treat her. Her injuries were not life-threatening.
